안녕하십니까.

다온 캐나다 이민 컨설팅 대표 앤 맥코이입니다.

지난 20여 년 동안 저는 토론토, 벤쿠버, 오타와 같은 대도시부터 캐나다 북부의 외딴 지역에 이르기까지 캐나다 전역에서 살아오며, 이민자들이 새로운 삶을 만들어가는 다양한 여정을 깊이 이해하게 되었습니다. 이러한 경험은 단순한 전문 지식을 넘어, 신규 이민자들이 마주하는 기회와 어려움을 진심으로 이해하는 바탕 위에서 맞춤형 이민 컨설팅을 제공할 수 있게 해주었습니다.

저의 사명은 매우 개인적인 경험에서 시작되었습니다.

저는 처음 케어기버 프로그램(Caregiver Program)을 통해 캐나다에 왔으며, 이민 사기의 참혹한 현실을 직접 경험했습니다. 하지만 그 경험에 좌절하기보다, 같은 어려움을 다른 사람들이 겪지 않도록 돕는 일을 제 삶의 목표로 삼기로 결심했습니다. 오늘날 저는 그 아픔을 정직함, 투명성, 그리고 진심 어린 서비스에 대한 약속으로 바꾸어, 고객 한 분 한 분의 꿈과 미래를 보호하기 위해 최선을 다하고 있습니다.

저의 업무는 탄탄한 학문적 배경과 캐나다 공무원으로서의 실무 경험을 기반으로 하고 있습니다. 저는 욕대학(York University)과 토론토 매트로 폴리탄 대학 (Toronto Metropolitan University) 에서 국제학과 공중보건을 전공하였으며, 이후 6년간 공중보건감독관(Public Health Inspector)으로 근무하면서 캐나다 행정 시스템 및 공공 서비스 분야에서 폭넓은 경험을 쌓았습니다.

이민 컨설턴트로의 전환을 위해 퀸즈대학 (Queen’s University)를 졸업하였고, 이후 공인 캐나다 이민 컨설턴트 및 난민위원회 대리인(RCIC-IRB) 자격을 취득하였습니다.

2025년에는 옐로우나이프(Yellowknife)에 맥코니 이민 (McCoy Immigration Inc.)을 설립하여 캐나다 북부 지역의 기회를 찾는 이민자분들을 안내하기 시작했습니다. 이후 토론토로 사무실을 오픈하면서, 한국 커뮤니티를 위해 각종 비자 및 영주권·시민권 신청과 관련한 전략적이고 체계적인 이민 서비스를 제공하는 데 집중하고 있습니다.

저의 목표는 단순합니다. 복잡하고 불안한 이민 절차를 명확하고 체계적인 맞춤형 로드맵으로 바꾸어, 각 개인과 가족의 상황에 맞춘 현실적이고 진심 어린 상담을 제공하는 것입니다.

“다온”이라는 이름은 “좋은 일이 모두 온다”라는 의미를 담고 있는 한국어 표현에서 영감을 받았습니다. 처음 캐나다를 준비하시는 분들부터 이미 캐나다에 정착해 새로운 방향을 고민하시는 분들까지, 각자의 상황과 과정에 맞는 믿을 수 있는 길잡이가 되어드리고자 합니다.

공인 캐나다 이민 컨설턴트
RCIC-IRB Class L3

RCIC-IRB (Regulated Canadian Immigration Consultant and Immigration & Refugee Board Representative)는 일반 이민 신청 업무뿐만 아니라 캐나다 이민·난민위원회(IRB) 절차에서도 의뢰인을 공식적으로 대리할 수 있는 자격을 갖춘 공인 이민 컨설턴트입니다.

일반적인 이민 업무 지원에 그치는 일부 자격 (Class L1 및 L2)과 달리, RCIC-IRB (Class L3) 자격 보유자는 다음과 같은 보다 복잡한 사건에서 의뢰인을 대리할 수 있도록 별도의 권한과 교육을 받습니다:
 

  • 난민 신청(Refugee Claims)

  • 입국허가 심리(Admissibility Hearings)

  • 구금 심사(Detention Reviews)

  • 이민 항소(Immigration Appeals)

  • 캐나다 이민·난민위원회(IRB) 관련 절차
     

이 자격은 단순한 이민 신청 대행을 넘어, 보다 높은 수준의 전문성, 윤리적 책임, 그리고 공식 대리 권한을 의미합니다.
 

An RCIC-IRB (Regulated Canadian Immigration Consultant and Immigration & Refugee Board Representative) is a licensed immigration professional authorized to represent clients not only in immigration applications, but also before Canada’s Immigration and Refugee Board (IRB).

Unlike some immigration practitioners who provide limited immigration assistance, RCIC-IRB license holders are specially authorized and trained to represent clients in more complex matters involving:

  • Refugee claims

  • Admissibility hearings

  • Detention reviews

  • Immigration appeals

  • Proceedings before the Immigration and Refugee Board of Canada (IRB)
     

This designation reflects additional regulatory authorization, professional responsibility, and advocacy training beyond standard immigration application support.

퀸즈대학교 이민컨설턴트 과정 수료
Queen's University Graduate Diploma in Immigration and Citizenship Law

2023년부터 퀸즈대학은 캐나다 이민컨설턴트 규제기관(CICC)이 승인한 유일한 영어권 공인 캐나다 이민컨설턴트(RCIC) 자격 교육기관으로 지정되어 있습니다. 프랑스어 과정은 몬트리올 소재 대학에서 별도로 운영되고 있습니다.
 

이 제도는 캐나다 정부와 규제기관이 무자격 이민 브로커(일명 “유령 컨설턴트 Ghost Consultants”) 및 이민 사기로부터 신청인들을 보다 효과적으로 보호하기 위해 전문 교육 및 자격 기준을 강화하면서 도입되었습니다.
 

과거에는 일반 RCIC 자격만으로는 캐나다 이민·난민위원회(IRB) 절차에서 의뢰인을 직접 대리하는 데 제한이 있었기 때문에, 난민 신청이나 이민 항소와 같은 복잡한 사건에서는 대부분 이민 전문 변호사를 선임해야 하는 경우가 많았습니다.
 

하지만 현재의 RCIC-IRB 자격은 추가적인 전문 교육과 규제 기준을 기반으로 하여, 자격을 갖춘 이민 컨설턴트가 IRB 절차에서도 공식적으로 의뢰인을 대리할 수 있도록 제도가 확대되었습니다. 이에 따라 난민 신청, 이민 항소등 보다 복잡한 사건에서도 RCIC-IRB가 변호사와 동등하게 공식 대리인 역할을 수행할 수 있게 되었습니다.
 

해당 과정은 캐나다 이민법, 시민권법, 윤리 규정, 난민 절차 및 전문 실무 관리 등 RCIC에게 요구되는 국가 기준 역량에 맞추어 설계된 전문 대학원 과정입니다. 이 과정 수료는 RCIC 국가 자격시험 응시를 위한 필수 요건으로 인정되고 있으며, 보다 높은 수준의 전문성과 윤리 기준을 갖춘 이민 전문가 양성을 목표로 하고 있습니다.
 

Since 2023, Queen’s University has been the only English-language institution approved by the College of Immigration and Citizenship Consultants (CICC) to deliver the mandatory licensing program for future Regulated Canadian Immigration Consultants (RCICs). A separate French-language program is offered through a university in Montréal.
 

These changes were introduced as part of Canada’s effort to strengthen professional standards and better protect applicants from immigration fraud and unauthorized “ghost consultants.”
 

In the past, regular RCIC license holders had limited authority to represent clients before the Immigration and Refugee Board of Canada (IRB). As a result, individuals involved in refugee claims, immigration appeals, or other complex hearings often needed to retain immigration lawyers for representation.
 

Under the newer RCIC-IRB designation, licensed consultants who complete additional education and meet enhanced regulatory requirements are now authorized to officially represent clients before the IRB. This means RCIC-IRB professionals can represent clients in refugee claims, admissibility hearings, detention reviews, and immigration appeals in a capacity comparable to immigration lawyers within the scope permitted under Canadian law.
 

The Queen’s University graduate diploma was designed to meet these higher national competency and ethical standards, including advanced training in immigration law, refugee procedures, professional ethics, and advocacy. Completion of this program is now a mandatory requirement before candidates may sit for the national licensing examination to become an RCIC.
